3114P Procedure - Part-time, Home-based, or Off-campus Students

Home-based instruction may be provided by a parent who has filed a declaration of intent (see attached form) with the superintendent by September 15, or within two (2) weeks of the beginning of any quarter, trimester, or semester.
 
All decisions relating to the philosophy or doctrine, selection of books, teaching materials and curriculum, methods, timing, place, and provision for the evaluation of home-based instruction shall be the responsibility of the parent.
 
Home-based instruction shall consist of instructional and related educational activities, including the basic skills of occupational education, science, mathematics, language arts, social studies, history, health, reading, writing, spelling, and the development of an appreciation of art and music. Such instruction shall be equivalent to the total annual program hours per grade level as established for public schools.
 
Annually, the parent shall ensure that a standardized achievement test approved by the State Board of Education is administered to the child by a qualified individual, or that an annual assessment of the student's academic progress is written by a certificated person who is currently working in the field of education. If the standardized test or progress assessment indicates that the child is not making satisfactory progress consistent with his or her age or stage of development, the parent shall make a good faith effort to remedy any deficiency.
 
Home-based students are eligible to receive part-time instruction and/or ancillary services from the Franklin Pierce School District, provided that such students are otherwise eligible for full time enrollment.
 
Grade level placement into the Franklin Pierce School District will be determined by:
  1. Documentation of annual program hours per grade level as established for approved private schools.
  2. Chronological age.
  3. Review of any additional records, including Standardized Achievement Test(s).
Acceptance of course work completed in home schooling for high school credit will be determined by:
  1. Documentation of annual program hours per subject area.
  2. Chronological age.
  3. Review of any additional records, including Standardized Achievement Test(s).
In order to be eligible to participate in interscholastic contests or competition, the home-based instruction student must:
  1. Meet WIAA and school district eligibility requirement standards required of all other students.
  2. Meet and adhere to the same team responsibilities, standards of behavior, and performance as other members of the team or squad.
  3. Participate as a member of the public school that the student would normally attend.
  4. Provide to the school administration acceptable documentation of “full time attendance,” academic achievement standards, and any other interscholastic eligibility standards required of all other student participants. Comply with WIAA and local school district regulations during the time of participation.
  5. Be in an approved home-based instruction that is in compliance with RCW 28A.200.010.
  6. Provide to school authorities all required forms and provisions.
A special notation will be made on transcripts for credits received through home schooling.
 
In order to receive a Franklin Pierce School District diploma using home schooling credits, a student must be enrolled full time and complete their senior year in a Franklin Pierce Public School.
